Solar Guidelines is a web based tool developed for enabling investment and rapid development of the solar sector in India. The project facilitates dissemination of useful and reliable information on various state/federal level policy frameworks to national & international project developers, financial institutions and module manufacturers. The database focuses on explaining the pathway for the development of solar project through legal-administrative regulatory frameworks to financial closure. GIZ is supporting the Government of India’s Ministry of New and Renewable Energy and Solar Energy Corporation of India in developing this tool by garnering the experience of successful European solar markets with similar tools for providing more transparency to all the project stakeholders.

 

Solar Guidelines is an initiative under the ComSolar project of Indo-German Energy Programme implemented by GIZ. It is a first of kind web based tool in India which provides free access to consolidated information on various updated state policies, details on various statutory, legal-administrative-requirements and required systematic approach on project development. It also provides latest information to stakeholders and policymakers with a systematic analysis of practical field experiences related to performance, quality, failures, etc.


The Phase I of Solar Guidelines was successfully concluded and addressed Jawaharlal Nehru National Solar Mission phase I and Rajasthan State Policies. The portal provides information on various project development aspects like site selection, bidding process, approvals and clearances, financing, project development, O&M, etc for rooftop and ground mounted projects.
The Phase II database work has already commenced and it aims at replicating the database by covering ten additional states namely Andhra Pradesh, Delhi, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Tamil Nadu, Uttar Pradesh and Uttarakhand. The database would be covering grid connected ground mounted & rooftop solar energy projects, solar energy projects participating in Renewable energy certificate mechanism, off-grid solar energy projects and solar energy projects implemented for captive use. The database will be prepared in consecutive manner for respective states along with updating the existing database on JNNSM and Rajasthan state policies. The phase II shall also implement an online discussion forum for exchange of information between stakeholders on aspects administrative procedures, financing and project development and will share latest news from national and international solar energy market.

 

GIZ has been playing a crucial role in bringing international expertise to the project and extending support to the Solar Energy Corporation of India (SECI) in successful implementation of the Phase II.
